Unable to select an email address for invoicing

I am trying to send an updated invoice to a school that has registered for our conference, but when I get to the email form I see only this -
Please check the email addresses that you would like to send this email to. (0)
Select: All | Complete | Pending Payment
So I am unable to send an email to anyone. I have the Work Email Address on the form so I am capturing an email address for each registrant, but they don't show up for me to select.
